creating your own cars in Top Speed

I just downloaded Top Speed 2.1, which came with a utility to make cars and tracks. However, I can't get it to work. It gives me a runtime error when I try to select a sound for my vehicle. So, I opened one of the .vhc files, figured out what each number meant (which wasn't that hard since it was pretty much written before it what each one does), and made my own file similar to it. I made sure it had a vhc extension on the end, but Top Speed won't recognize it. I created this file in notepad. If anyone has any suggestions for how I can make cars and tracks without the utility, I would appreciate it. Oh, and for some reason the utility also keeps saying I don't have an active internet connection when I do.

I haven't tried it on this computer yet, but on my old one i tried to connect to the internet and it said I don't have the facility to connect to the internet when I was obviously already connected. The only thing I can think of is your firewall, but mine's turned off already.

Ok, I figured it out. The problem was that when I saved the file, it saved the extension as .vhc.txt. Now, I have another question. Does anyone have some of the cars or tracks that were on XSite Interactive? I tried getting them from the internet archive, but it said there were no pages available for any of the downloads. If you do have them, it doesn't really matter which ones you have, I would like to try them out. So, if you want, either reply to this or send me a pm so we can figure out how you want to send them to me. Thanks.
